    New York would join three other states with statewide bans on foam food containers if this proposal is approved. States are following the lead of cities and towns here, dozens of local governments have already banned foam products.

    This program was signed into law nearly two years ago, promises billions of dollars in tax breaks, and yet Treasury and Congress still haven't settled on a system to track the investments that flow through it, and whether they're producing the desired results in low-income areas.
