The campuses, offices and programs of the five Napa County School Districts and the Napa County Office of Education are closed through the end of the school year. Remote learning information is being distributed to students.

Starting April 21st, the Napa County Office of Education (NCOE) will be providing free supper meals on Tuesdays and Fridays from 11 AM – 12 PM at 2121 Imola Ave., Napa. When you arrive at NCOE you will be asked to confirm how many children under 18 are in your family. You will receive 3 meals per child on Tuesday and 2 meals per child on Friday. In order to keep safe physical distance, we ask you open the trunk from inside your car for the staff to place your food.
- Meals are available for any child 18 years or under
- Children do not need to be present to pick up meals
- No paperwork is required to receive meals
- The Napa County Shelter at Home order does not apply if you are getting food
Safety First
In order to maintain the health and safety of all team members and visitors during meal distribution, please help us by doing the following:
- For your safety, please do not arrive before 11:00 a.m.
- Please do not get out of your car as we are committed to practicing social distancing.
- Meals are for pick up only. Please exit the site immediately after picking up your meals. Meals may not be consumed onsite.
- It is recommended that you wear protective face covering for your safety and the safety of others.
- Do not visit if you or anyone in your household has had contact with anyone who has tested positive for (or is being monitored for) COVID-19 in the last 14 days or had any symptoms of respiratory illness (fever greater than 100 degrees F, difficulty breathing, cough) in the last 14 days.
A partir del 21 de abril, la Oficina de Educación del Condado de Napa (NCOE) ofrecerá comidas gratis los martes y viernes entre 11 AM-12 PM en 2121 Imola Ave., Napa. Cuando lleguen a NCOE, se les pedirá que confirmen cuántos niños menores de 18 años hay en su familia. Recibirán tres comidas por niño/a el martes y 2 comidas por niño/a el viernes. California State Preschool Program (CSPP) is a state-funded program which offers full-day or part-day developmentally appropriate preschool instruction for eligible three- and four-year-old children. Napa County Office of Education has directly operated CSPP programs since 1969, and we are proud that we are one of just a few County Offices of Education to do so. We believe that the more we invest in children, the better they will do.
Today we operate nine California State Preschool programs, which serve approximately 300 children in Calistoga, American Canyon, St. Helena, Yountville, and Napa. Our preschool programs provide children with skills in communication, literacy, math, and social development, which help prepare for and enrich their school experience. Our teachers are both nurturing and highly-trained, enabling them to meet each child’s individual needs.
Our environments and curriculum are designed based on the most current knowledge available in the field of child development. As a public school system, we operate within the parameters of both State and Federal law. Our programs are aligned with the State Department of Education’s Desired Results system. The outcomes for children and families as defined by Desired Results are:
- Children are personally and socially competent.
- Children are effective learners.
- Children show physical and motor competence.
- Children are safe and healthy.
- Families support their children’s learning and development.
- Families achieve their goals.
Digital Early Learning
NCOE CSPP programs integrate Digital Early Learning into the curriculum for all preschool students. The core of NCOE’s Digital Early Learning program is Footsteps2Brilliance. These engaging e-books and learning games help prepare preschool age children for kindergarten with a strong developmental foundation.
Inclusive Classes
The Napa County Office of Education’s Early Childhood Services Department is proud to serve children of all abilities together in each of our preschool classrooms. We believe that when children with special education needs are included in typical classrooms, all children involved benefit. Inclusive classrooms offer all children the benefit of learning from each other. Children learn to experience everyone’s strengths and celebrate everyone’s differences. Inclusive classrooms provide all children with the opportunity to explore and develop their unique abilities and gifts.
Full Day Preschools
Our full-day preschool programs are open nine to eleven hours per day, and operate all year long to meet the needs of working families. Eligibility for full-day preschool is based on family size, income, and need, which is defined as employment, job training, or job search activities. Depending on income, services may be free of charge or have nominal fees based on a sliding scale.

Our preschool, and child care and development programs are funded under contract with the California State Department of Education. All program eligibility and enrollment processes are defined by guidelines set-forth by the State Department of Education. Eligibility for part-day preschool programs is based solely on family size and income. All part-day preschool programs are free of charge to eligible families. Eligibility for full-day preschool or school-age child care is based on family size, income, and need, which is defined as employment, job training, or job search activities. Depending on income, services may be free of charge or have nominal fees based on a sliding scale.
Age
Children are age eligible for part-day or full-day preschool in the two years preceding kindergarten entrance. Children who will be 3 or 4 years of age, on or before September 1st of a program year may be enrolled.
Income
Program services are limited to income eligible families. The chart below lists current maximum income for different family sizes. All family with income at or below these levels qualify for services.

It is never too early for services! The earlier you apply the better your chances will be that your child will be enrolled as soon as they are age eligible. Please fill out the application linked below and once registered, you will be placed on the waiting list and notified if there is an opening.
