    कुछ अखबार और लोग बहुत बड़ी भ्रांति फैला रहे हैं कि ये बिल मुस्लिम समुदाय के खिलाफ है। मगर मैं स्पष्ट कर देना चाहता हूँ कि इस बिल से भारत के नागरिक मुसलमान का कुछ लेना देना नहीं है उनका इस बिल में कोई उल्लेख नहीं हैं। वो भारत के नागरिक हैं और रहेंगे।

    पाकिस्तान, अफगानिस्तान और बांग्लादेश में जो अल्पसंख्यक रहते थे उनकी आबादी में निरंतर कमी हुयी। कहाँ गए ये लोग? या तो वो मार दिए गए या धर्म परिवर्तन हो गया या वो शरणार्थी बनकर अपने धर्म और सम्मान को बचाने के लिए भारत आ गए। ये बिल उन सभी लोगों को उनके अधिकार देने का बिल है।
