    biometric authentication failed for 5% of PDS users the last time they tried to get rations. One-third of those who experienced such an authentication failure did not get their . (By comparison 22% of all PDS users did not get their rations last time they tried.)

    As govt considers this move, it should keep in mind that found that 7m adults outside the North East don’t have Aadhaar. should weight this risk against the perceived magnitude of ‘fake voting. Cost-benefit analysis would help

    The Supreme Court ruled that Aadhaar cannot be mandatory for school enrolment. Still, ~1 million children could not enrol due to Aadhaar-related issues. Even more experienced delays. Awareness and implementation of the ruling need to improve.

    Most people could not differentiate between circumstances in which providing is mandated by law and those in which it is not. For example, 71% mistakenly believed that providing Aadhaar for enrolment is mandated by law despite the Supreme Court in 2018.

    15% of people who don't have Aadhaar (~ 4 million) were excluded from one service or another. The proportion was higher among marginalised groups. “Anyone who can be easily enrolled has been. Now an extra effort will be needed to get the others”
