The aim of the proposal was to abolish the ACL in part to restore proper accountability for activities funded by public money and ensure more effective delivery of public services and also to contribute to the Government’s commitment to reduce the number of public bodies.

The Government considered how to meet these aims taking account the responses to the consultation and the issues raised by them.

The issues raised in the response to the public consultation are set out in detail in the response together with the Government’s response to each aspect.
