Biography
Rachel became a civil servant in 1990, in the Department of Trade and Industry, and spent most of her career working on industry and enterprise policy. In 2004 she provided the secretariat for the Women’s Enterprise Panel who made recommendations to government to raise levels of entrepreneurship among women in the UK.
From 2005 she had responsibility for policy on the creative industries, telecommunications and broadband, moving to DCMS in December 2010 to continue working on that portfolio. More recently she joined the Leveson Inquiry to help Lord Justice Leveson come up with proposals for independent regulation of the press before returning to DCMS to work on the Department’s strategy and priorities.
Since 2013 she has been Director, Government Equalities Office.

The Director, Government Equalities Office, leads on equalities policy, and leads the GEO team.
The Director sits on the Executive Board of the Department for Culture, Media and Sport.
