ICC & CEVNI test centres
The International Certificate if Competence is issued in conformity with Resolution No. 40 of the Working Party on Inland Water Transport.
The ICC is required by many European countries for certain categories of pleasure boat. It is also useful in countries where compulsory certificates are required of nationals simply because officials expect to see such a certificate. RYA publications Foreign Cruising volumes 1 and 2 (code C1 and C2) give details of certification required for all European countries.
Applicants requiring a certificate valid for inland waters must pass a written test on the CEVNI rules (European Inland Waterways Regulations). This is a multiple choice question paper based on the rules laid out in the book European Waterways Regulations (order code G17).

Who can run tests for the ICC?
Affiliated Clubs
If your club wishes to carry out ICC tests you should apply to the RYA, using the form below. The club needs access to appropriately qualified testers see the table on qualifications for testers. If you need to get your tester(s) qualified, please complete the ICC tester briefing application form.
Tests can be run on members own boats, or on club boats, but the tester must only assess onboard types of boats with which he/she is familiar.
All tests must be authorised by a flag officer of the club. Testers are not allowed to operate on a freelance basis.
Recognised Training Centres
Authority to test for the ICC will be given automatically to centres recognised for the following disciplines: powerboat, inland waterways helmsman, motor cruising, sail cruising.
Training centre recognition is not granted purely for running ICC tests. The primary business of the centre must be in running one or more of the above training schemes.
Testers must be qualified according the qualifications of testers table below, and must attend a tester briefing if applicable. All tests must be authorised by the Principal of the training centre. Testers are not allowed to operate on a freelance basis.

Who can run tests for the CEVNI rules?
Affiliated clubs and recognised training centres as shown above can run the CEVNI multiple choice tests. In addition RYA shorebased instructors working within RYA recognised shorebased training centres can run CEVNI tests. Anyone offering this test must themselves be familiar with the CEVNI rules.
