6. Your questions answered

1. What insurance must Licensed Organisations ensure is in place?
As a condition of their Licence, each Licensed Organisation must arrange Public Liability Insurance, which will provide an indemnity in respect of their legal liability (and that of participants and adult helpers) for bodily injury or damage to property arising in connection with a DofE activity.

2. Why does the DofE not have primary Public Liability insurance cover?
It would be impractical for our insurers to provide primary Public Liability cover on economical terms because it is impossible for the DofE to advise the insurers of the extent of cover required throughout all Licensed Organisation areas of the UK.

3. If a DofE group is going on an expedition, when does the cover come into effect?
The Personal Accident insurance of the DofE comes into effect as soon as the group meets up i.e. it covers travel to reach the expedition area from a common starting point.

4. What cover is provided in respect of DofE groups who travel abroad? Is it enough?
The Personal Accident benefit is payable in respect of accidental bodily injury occurring anywhere in the world but you should also arrange travel insurance cover to ensure repatriation to the UK if necessary and to provide for the cost of medical and other expenses.

5. What cover should youth clubs etc take out?
Both the Public Liability insurance provided by the Licensed Organisation and the Personal Accident insurance provided under the participant's policy relate only to participates and helpers engaged in DofE activities.  Each youth group/club should, in addition, arrange appropriate Public Liability insurance in its own name to protect itself against third party claims for injury or damage arising in connection with both DofE and non-DofE activities.
