The manual is a state-of-the-art description of today's umpiring techniques and skills and is designed to be used by umpires training whilst working towards qualification as an International Umpire (IU) as well as a reference document by qualified IU's wanting to keep their knowledge as up to date and fresh as possible.

The 149 page book was co-ordinated by Marianne MIDDELTHON and is divided into 15 parts. It also includes a short preface from the Chairman of the International Umpires Sub-Committee, Jan STAGE (DEN).

The past couple of months have been a busy time for IUs and Race Officials and not just on the water. In March over 50 IUs met for the Chief Umpire Seminar in Southampton, Great Britain. ISAF Instructor Marinus BLICKMAN (NED) was in Essen, Germany at a Race Management Seminar with 21 attendees. An ISAF Judging Clinic was held in Moscow, Russia with International Judge, David LEE (GBR) instructing and at the end of February in Seoul, Korea 23 delegates attended an ISAF Judging Seminar.
