A vehicle registration plate is a metal or plastic plate attached to a motor vehicle or trailer for official identification purposes. The registration identifier is a numeric or alphanumeric code that uniquely identifies the vehicle owner within the issuing region's database. In some countries, the identifier is unique within the entire country, while in others it is unique within a state or province. Whether the identifier is associated with a vehicle or a person also varies by issuing agency. Depending on the country, the vehicle registration plate may be called a license plate (United States, Canada), or number plate (India, United Kingdom, Australia).
Most governments require a registration plate to be attached to both the front and rear of a vehicle, although certain jurisdictions or vehicle types, such as motorboats, require only one plate, which is usually attached to the rear of the vehicle. National databases relate this number to other information describing the vehicle, such as the make, model, color, year of manufacture, engine size, type of fuel used, mileage recorded (and other similar data in jurisdictions where vehicles are regularly inspected for roadworthiness every year or two), Vehicle Identification (Chassis) Number, and the name and address of the vehicle's registered owner or keeper.
Automatic number plate recognition (ANPR; see also other names below) is a technology that uses optical character recognition on images to read vehicle registration plates. It can use existing closed-circuit television, road-rule enforcement cameras, or cameras specifically designed for the task. ANPR is used by police forces around the world for law enforcement purposes. It is also used for electronic toll collection on pay-per-use roads and as a method of cataloging the movements of traffic for example by highways agencies.
Automatic number plate recognition can be used to store the images captured by the cameras as well as the text from the license plate, with some configurable to store a photograph of the driver. Systems commonly use infrared lighting to allow the camera to take the picture at any time of the day. ANPR technology tends to be region-specific, owing to plate variation from place to place.
Concerns about these systems have centered on privacy fears of government tracking citizens' movements, misidentification, high error rates, and increased government spending. Critics have described it as a form of mass surveillance.
A police force is a constituted body of persons empowered by the state to enforce the law, protect property, and limit civil disorder. Their powers include the legitimized use of force. The term is most commonly associated with police services of a sovereign state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as being separate from military or other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie are military units charged with civil policing.
Law enforcement, however, constitutes only part of policing activity. Policing has included an array of activities in different situations, but the predominant ones are concerned with the preservation of order. In some societies, in the late 18th and early 19th centuries, these developed within the context of maintaining the class system and the protection of private property. Many police forces suffer from police corruption to a greater or lesser degree. The police force is usually a public sector service, meaning they are paid through taxes.
The Houston Police Department (HPD) is the primary law enforcement agency serving the City of Houston, Texas, United States and some surrounding areas. Its headquarters are at 1200 Travis in Downtown Houston.
HPD's jurisdiction often overlaps with several other law enforcement agencies, among them the Harris County Sheriff's Office and the Harris County Constable Precincts. HPD is the largest municipal police department in Texas.
According to the HPD's website, "The mission of the Houston Police Department is to enhance the quality of life in the City of Houston by working cooperatively with the public and within the framework of the U.S. Constitution to enforce the laws, preserve the peace, reduce fear and provide for a safe environment."
The current chief of police is Charles McClelland.
Houston was founded by brothers Augustus and John Kirby Allen in 1836 and incorporated as a city the next year, 1837. As the city quickly grew, so did the need for a cohesive law enforcement agency. The Houston Police Department was founded in 1841. The first HPD badge issued bore the number "1."
The Houston Police Department has installed Automated License Plate Recognition devices (ALPR) on 31 vehicles for crime prevention purposes. ALPR - Automated License Plate Readers are typically mounted on police cars. However, anyone with the money may purchase the things if they wish. I spotted this car so equipped. Notice that the devices are mounted perpendicular with the vehicle. This isn't the standard LEO installation approach. Police usually have theirs mounted at 30-45 degree angles. So, I suspect the ALPR mission on this car is to troll parking lots. Why, I'm not sure. Perhaps to identify cars for repossession, check for stolen cars, or whatever. They might find other things like registration violations. I'm not sure how one would monetize the effort. Perhaps they have a contract with the local or state government to do so.
