"Civilization" itself is a kind of hazy term. But when we talk about it, we're usually talking about very broad cultures that encompass many different nations. It's normal to hear people talk about "Western Civilization" including basically everything in Europe and their colonial descendants. Obviously there are very huge differences between say, France, and Australia, but they share a heritage that can be traced through Ancient Rome. The British settlers that colonized Australia would be reading the same Greek and Latin classics as the French, if they were educated. They would be using largely the same technology, speaking a closely related language, and worshipping the same God. Their societies were structured similarly with monarchies and nobility, merchants, and artisans. They were different, often antagonist nations, but the same Civilization.
You can also talk broadly about Middle Eastern Civilization, East Asia Civilization, Polynesian Civilization, and so on. Again, there are huge differences within these but they share a heritage.
In Civ 7, you can actually play through as the Civilization itself. Maybe starting with Rome, and then England, and then Australia or something like that. You are playing as a branch of that tree.
In every other Civ you would just play as 'Australia.' Have you ever heard anyone talk about "Australian Civilization"? That's just not what the word means. It's a country, not a Civilization. Nevermind that even this concept of a country is relatively modern and very different from how people would have seen themselves 2000 years ago.
Empires rise and fall, but Civilizations stand the test of time.

Civ 7 is going to have a 5 player limit for humans in multiplayer in the Ancient and Exploration eras. This does increase to 8 players for Multiplayer in the Modern era (switch is a hard 4 player Multiplayer limit from what I can tell).
I have a group of six people that loves to play Civ together, and we especially love the early part of the game. This is going to force us to break up that possibility unless we ONLY want to play the last leg of the game and it absolutely sucks. This, more than the civ switching, is affecting my decision to buy the game at all because this won’t allow all of us to play together a full game.
I really can’t express how awful of a decision this is to larger friend groups, especially for anyone that may live in different cities and thus games are the only way to communicate. Maybe it’s sticking with Civ 6 then because this is stupid.
Firaxis, this sucks. Sucks. Sucks. I am LIVID.
EDIT: I hope I am wrong and I am just misreading the FAQ on multiplayer/crossplay since we all play PC but if not then this stands.
EDIT 2: not sure why an honest discussion on the multiplayer component is being downvoted so hard…
EDIT 3: I do appreciate all of you that are reminding me it’s very early and this could very well change at many points. It’s hard not to feel frustrated. I love this series, and I’ve played every game in it. I’m a lifelong civ fan, as are we all. Livid was probably too strong, but I really…REALLY hope for more larger player counts for the earlier ages.
