JRSA, a national non-profit organization, is a resource center for researchers, analysts, journalists and practitioners of justice research.

We provide reputable, nonpartisan research; learning programs tailored for justice researchers and research consumers who want to be informed; and opportunities for peers to meet, share perspectives and learn from one another.

As well: with our partners, we conduct justice research. We provide comprehensive analyses of crucial issues and their effects across the entire justice system. We also analyze issues at the State & Federal level, providing thorough assessments of today's pressing societal challenges.

Bias and Hate Crimes in Maine: Reconciling Reported and Investigated Crimes

The Maine Statistical Analysis Center recently published Bias and Hate Crimes in Maine: Reconciling Reported and Investigated Crimes. The Maine Statistical Analysis Center (SAC) worked with several criminal justice stakeholders across the state to determine arrest rates and outcomes for hate and bias crimes in Maine that were reported by law enforcement to the Federal Bureau of Investigation’s (FBI) Uniform Crime Report (UCR) program from 2008 to 2017. Hate and bias-motivated crimes in Maine that were reported to the FBI’s UCR program decreased by 49% from 2008 to 2017.

Detroit Grand Jury Project: Final Project Report

The Michigan Statistical Analysis Center recently published Detroit Grand Jury Project: Final Project Report. This report will outline the One-Person Grand Jury process in the state of Michigan and how prosecutors and police are leveraging this unique legal process to increase case clearances on nonfatal shooting cases, limit the number of retaliatory shootings, and therefore lower both fatal and nonfatal shootings in the select precincts of Wayne County (Detroit), Michigan. The following section will describe the history of the grand jury process, describe each step of the grand jury project, data collection, results, and conclude with future directions.

The Iowa Statistical Analysis Center recently published The Correctional Policy Project: Iowa Prison-Population Forecast, FY 2021-FY 2031. The Iowa Prison-Population Forecast prepared by the Iowa Department of Human Rights, Division of Criminal and Juvenile Justice Planning (CJJP), has been developed to assist the Iowa Department of Corrections (IDOC) along with the executive and legislative branches of government in annually assessing the impact of current criminal justice policy on Iowa’s prison population.

The New York Statistical Analysis Center recently published Criminal Justice Case Processing Arrest through Disposition New York State, January - June 2021. This report details how felony cases are processed in New York State's superior courts (Criminal Procedure Law 10.10 and 10.20) and its publication fulfils the statutory reporting requirements outlined in Section 837-a of Executive Law requiring the Division of Criminal Justice Services (DCJS) to collect and analyze statistical information on felony indictments, superior court informations (SCI) and the dispositions of felony cases.

Fill the Gap Report, Statistics 2021

The Arizona Statistical Analysis Center recently published Fill the Gap Report, Statistics 2021. A.R.S. §41-2409 requires the Arizona Criminal Justice Commission (ACJC) to report annually on the expenditure of monies in the state aid to county attorneys, i.e., “Fill the Gap” (FTG) fund, and the progress made in achieving the goal of improved criminal case processing. This report includes fiscal year 2021 (FY2021) financial information and case processing statistics submitted by Arizona’s 15 county attorney offices. Additional analyses were conducted using Arizona Computerized Criminal History (ACCH) data from the Arizona Department of Public Safety.

Florida’s Criminal Punishment Code: Assessment and Analysis

The Florida Statistical Analysis Center recently published Florida’s Criminal Punishment Code: Assessment and Analysis. Each year, the Department of Corrections is required to report on trends in sentencing practices and sentencing score thresholds, and provide an analysis of the sentencing factors considered by the courts… This report details the 61,578 scoresheets received with sentence dates in FY 2020-2021 received by the Florida Department of Corrections, for felony offenses committed on or after October 1, 1998.

Crime in Oklahoma 2020

The Oklahoma Statistical Analysis Center recently published Crime in Oklahoma 2020. This report includes the most accurate and current crime data available for the State. In 2020, law enforcement agencies reported 123,194 Index Crimes (Murder, Rape, Robbery, Aggravated Assault, Burglary, Larceny (Theft), and Motor Vehicle Theft), a decrease of 2.5% from 2019 and a decrease of 5.2% compared to 2018. The largest increase (6.6%) in Index Crimes reported in 2020 occurred for the Violent Crime Category (Murder, Rape, Robbery, and Aggravated Assault). However, Violent Crime reported in 2020 was 3.8% lower than that reported in 2018.

An Analysis of Crime Rates in West Virginia, 2015- 2019

The West Virginia Statistical Analysis Center recently published An Analysis of Crime Rates in West Virginia, 2015- 2019. West Virginia was one of the first few states to adopt incident-based reporting and fully report its crime data to the FBI in an incident-based format. The state data repository, the West Virginia Incident-Based Reporting System (WVIBRS), is maintained by the WV State Police’s Uniform Crime Reporting section. This report examines the trends in violent and property crime rates in West Virginia using data from WVIBRS. In addition, we will compare West Virginia’s crime rates with the US national rate and those of her five bordering states.

Impacts of Marijuana Legalization in Colorado

The Colorado Statistical Analysis Center recently published Impacts of Marijuana Legalization in Colorado. In 2013, following the passage of Amendment 64, which allows for the retail sale and possession of marijuana, the Colorado General Assembly enacted Senate Bill 13-283. This bill mandated that the Division of Criminal Justice in the Department of Public Safety conduct a study of the impacts of Amendment 64, particularly as these relate to law enforcement activities. This report seeks to establish and present the baseline measures for the metrics specified in S.B. 13-283 (C.R.S. 24-33.4-516). The information presented should be interpreted with caution. The lack of pre-commercialization data, the decreasing social stigma, and challenges to law enforcement combine to make it difficult to translate these preliminary findings into definitive statements of outcom

Juveniles Under Adult Court Jurisdictions 2021

The Juveniles Under Adult Court Jurisdictions 2021 recently published Impacts of Marijuana Legalization in Colorado. This legislatively mandated report details the number of juveniles under the jurisdiction of an adult court. There are two possible channels for a juvenile to be under the jurisdiction of an adult court: lack of jurisdiction and waiver of jurisdiction. The timeframe examined is State Fiscal Year 2021 (July 1, 2020 - June 30, 2021). All juveniles under adult court jurisdiction with charges filed during this timeframe were included in the data analysis. This report includes the offenses charged, disposition, sentences received, age, race, gender, and county of prosecution of juveniles under adult court jurisdiction.

U.S. Needs to fill Gaps in Crime Statistics

The American Statistical Association recently published an article in their member magazine AMSTATNEWS based on Dr. Janet L. Lauritsen's 2022 presidential address to the American Society of Criminology. It details Lauritsen's assessment that the US lacks sufficient data for many types of crime and that the lack of data poses significant problems for determining whether government resources are adequate for responding to these crimes and whether efforts to prevent or reduce their occurrence are effective.
