Book readers: is Westeros meant to have declined significantly between HotD and GoT?

Book readers: is Westeros meant to have declined significantly between HotD and GoT?
false

As someone who watched HotD without having seen Game of Thrones, I started watching the latter recently and what struck me was how shitty everything in King’s Landing looks in GoT. I’m not sure whether this is an intentional decision or the result of a disparity in set design budgets. In GoT they have a tournament and the king is sitting in, like, a wooden shack on the ground. It looks like a renaissance fair. Compare this to HotD where they have a tournament and the royal family are seated in this soaring stone tower, far above the crowd. In HotD the Iron Throne is this incredibly imposing sculpture surrounded by a lake of swords, set above the rest of the room, while in GoT it’s just, like, a slightly large chair in the middle of an empty room. In HotD you really get this impression of power and imperial majesty that’s totally absent in GoT. I’m curious if these are intentional choices meant to show decline (in reverse) or if they just spent more on the set for the first season of HotD than GoT
