No, you can create new items that give a noticeable dps gain that it's worth dropping the healing for it. Then you have the option to get the healing if you're looking for some extended stay or something. It needs to be several max hits difference. That seems to be the more common opinion floating around and I think it makes sense. I don't think jagex wants to nerf it if they haven't at this point. Buffing the new option seems reasonable.

No, it needs to be outclassed so it's a truly detrimental dps loss or it needs to be common enough that it isn't prohibitively expensive.

Edit: (and I think they should just buff rancor and/or add shards to tob & nightmare, as has been suggested for what feels like years lol)

This was the reason I desperately never wanted this item to pass the poll. Is it as strong as soul split? No, but we're all better at the game and passive self healing was going to be way too overpowered. 

"We have the real canon to enjoy" is not stating that is your opinion and your opinion alone. There also isn't opinion here. Canon serves a very specific purpose. You like what you like, don't what you don't, but canon serves a larger purpose.
