7 years ago, Item level scaling was tested during Tomb of Sargeras. 7 years later, it is still a bad idea for Remix.

When told you will become weaker with better gear, players will remove gear to become stronger.

Edit: "Next change will be that raid bosses scale with Item level" is the top comment on that...Aged like fine wine."

Here is a post 7 years ago to explain how and why everything of the design was terrible.

Was surprised to see the patch note include item level scaling once more. Even back then I thought it was one of the worst decisions for the game. So for it to be brought back...Why? Not to say you can't try it again, but the problem alone was bad when it was open world content. Now we're artifically making the raid bosses harder all because you got better gear?

Now, not even a full day in. Wowhead is already showing articles displaying that enemies become weaker if you remove your rings, trinkets, and necklace. So in other words, you actively are punishing players for progressing.

It didn't work back then, and it certainly doesn't work now.
