All my vendors are dropping the ball. Is this normal?

Needed to post this as somewhat of a vent/rant.

All of my vendors have been dropping the ball. It's getting absolutely ridiculous. Having to babysit them to do their jobs every step of the way.

Anyone else noticing a severe decline in quality of support? Or am I just unlucky?

Girlfriend just got a PC, the other person has their Microsoft account logged in and I don't believe fully wiped the PC, I have no knowledge of these things and we need help!

Basically just the title, apps like qBittorrent, CPU-Z, Epic Games, Skyrim, and all of the microsoft redistributables and many other apps (roughly 68) are still present on the computer, even though the seller (not through Best Buy or any retailer, off an app I believe) says he wiped it, I don't know what to do. Should we just go about our business and log his account out where we can, and just uninstall the things she won't need? Do we have to just do a factory reset or something? Neither of us are tech savvy and since she's never touched a PC before and I am currently across the country from her, I don't think anything as technical as messing with BIOS or fresh installs of Windows 11 will be possible, so any advice is greatly appreciated!
