In light of recent events, it has become glaringly obvious to the community that Valve has an unhealthy grip on the PC gaming market. If you planned on purchasing Witcher 3, please consider ordering it from gog.com, if nothing else than to encourage competitors for Steam and press Valve to step up to the plate and actually address the issues we consider important.
Lack of proper competition has been one of the root causes to our current situation. You can change that by voting with your wallet.
P.S. It just so happens that gog.com has Witcher 3 for HALF the price of Steam atm. That's the expansion pack, sorry. However, gog.com does offer a 30 day moneyback guarantee and DRM-free purchases.
