He is one of my favourite characters (behind Vegeta of course, coz he's the best…and Goku). But just during Android/ Cell saga 17 he was a cool character, the design, the voice, his history with 18. He, like Vegeta started off evil and came good.
But this tournament of power has shown me more of him. It's shown me he's completely changed. He's a ranger doing stuff with wildlife and stopping poachers, he thinks of his family, yet when he fights he's smart about his decisions (in my opinion more-so then Gohan sometimes). For example, knowing that he & Gohan hadn't worked together before. He understands that characters should have weaknesses. His decisions to work with certain people have led to him eliminating 8 other characters (Vikal, Kakunsa, Rozie, Damon, Anilaza - Koitsukai, Panchia, Bollarator, Paparoni). He has done remarkably for a person who I & most thought would just be one of the first U7 guys to go out.
Hats off to 17 he is a MVP in my opinion and just wanted to make this to show some respect to my favourite android and one of my favourite characters

I don't think it's ever explicitly stated in the show/manga, however, I'm almost positive this is why Toriyama wrote him into the Park Ranger profession, that gives the character even more depth than ever. I always thought it was so spontaneous and random too, but that's furthest from the truth. He grew from a brash, irresponsible teenager without a care in the world, to a man who'll do anything for the planet he cherishes so dearly; the planet his dead brother loved more than anything else.
