I’m not counting John Walker, whom alongside Kate was by far the best character introduced. However, I am counting He Who Remains, as brief as his appearance may have been.

She did initially seem like she would complete the trifecta of generic bad guys, but I think the last two episodes of Loki did a really good job with her. She put up an act in front of Sylvie and Loki, but it very much felt like she herself was in denial about the Timekeepers, and she made a point of concealing her attempts to unveil the truth in an attempt to retain her authority.

Much of the show revolved around characters questioning their beliefs. Loki was trying to make something of himself after trying to destroy New York, Sylvie realised that the TVA were just pawns, Mobius eventually sided with Loki and even Hunter B-15 did as well. I know that reads like a stretch, but I think that even though she purged Mobius and Loki (which I’m not defending), her final actions were somewhat defiant in nature. Ultimately, she hated being lied to, and the latter half of the show explores her coming to terms with this before vowing to find out for herself what she had really been a part of.

With a second season of Loki on the way, I imagine we’ll next be seeing her then. MOM seems to have a lot going on, and even though Kang is her wife in the comics, there’s been no word of an appearance in Quantumania (though that could obviously change, as it would make sense).

EDIT: I haven’t seen What If, so that somewhat invalidates my argument, but my sentiment holds true for all of the other shows. Agatha was largely carried by Hahn, the Flag Smashers were severely under-written (even though I wanted to like Karli) and Eleanor was brushed aside for Humpty Dumpty.
