Some of the villains are mostly motivated by finding cures. For instance Mr Freeze simply wants to find a way to cure his wife Nora of an illness and (some versions of) Clayface wants to find a cure for his condition. So why doesn't Batman use his vast personal fortune to solve their problems and thus stop them from committing crimes as they won't have their powers or for that matter won't want to commit crimes anymore
