I don't have a PhD in Soviet Influence in Mongolia during the early 20th century, but from what I know, the Mongolian & Tannu Tuvan governments were instated by the Soviets, were protected by the Soviets and the Soviets had vast influence over the politics of the nations (For example, the Soviets removed and killed the Mongolian Prime Minister for slapping Stalin in the face).
