Programmers of Reddit, is it better to create a website by learning how HTML and CSS or using something like Adobe Dreamweaver?

I want to make a fairly complex website, so is something like Dreamweaver enough to make a complex design or would it be a better investment to learn HTML or whatever other programming languages are necessary? (If you think the latter, what are some good resources to teach me?)

What are some good alternatives to Adobe Dreamweaver for web design.

I am taking a webdesign course using Dreamweaver. The instructor said he doesn't care what program we use.

I like some aspects of Dreamweaver (FTP integration, the way it handles style sheets, coloring of html tags for readability, split code/ design view), but I don't think it is worth $30 a month. Plus, I don't think I will use it for web design later on in my career (because of cost).
