ralphie's mother is a bit of a worrier. not only does she overdress randy for the weather but she's the first person to tell ralphie that he'll shoot his eye out. as such, it's pretty clear where she stands on ralphie getting a BB gun.
then, there's the shattering of the leg lamp. the old man is pretty pissed off about his wife shattering his major award. although it's left ambiguous as to whether or not she did it on purpose, she then goes out of her way to insult it, which probably made a bad situation even worse. we never see the two of them reconcile over this fact and, as far as we know, the old man is still pissed off about it.
as such, maybe he got ralphie a red ryder BB gun as a way to flip his wife the proverbial bird. it's petty to be sure but that's what she gets for using up all the glue on purpose.
