Ireland has constitutional protection for religious freedom, Article 4:

You are free to practise your religion and your freedom of conscience. The State guarantees not to endow or favour any religion and not to discriminate on the grounds of religion.

That said, the children in this case weren't Jewish. The Rabbi wasn't preforming a religious ritual, but an unlicensed medical procedure. That's why he was arrested, for technically impersonating a doctor.

If they were Jewish children, and if this was a religious ceremony, then the guards wouldn't couldn't have arrested him.

Some parents, depending on country, commonly think circumcision is hygienic, 80% of America men are circumcised.

It has just closed by the time I visited it in 1995. The same company owned the nearby Blue Quarry, a metamorphosed hornfelse. The manager of the quarry was a character, we were told that by other miners and quarry workers we met days before we arrived that he was a character. He talked more about his rally driving than quarrying. He had photos of himself and the missus rally driving on the wall of his office.

The children in this case were not Jewish, so given this was not a Jewish circumcision ceremony, Metzitzah b'peh was not carried out.

The news articles do not explain why the non-Jewish parents wanted their twin boys circumcised, it was not for religious reasons, but for some weird reason they got a Rabbi to perform the circumcision (by the time the guards arrived, one child was circumcised, the other was not).

While mohels perform circumcisions in line with Jewish tradition in Ireland and are legally allowed to do so, non-religious circumcision is considered a medical procedure rather than a religious ritual and requires a separate medical license.

There's a big misunderstanding here.

Circumcision is allowed in Ireland for religious reasons, but the children involved were not Jewish, and as a result this was a non-religious circumcision, and therefore it should have been carried out by a licensed doctor for medical reasons.

The news articles do not explain why the parents wanted their twin boys circumcised, all we know it was not for religious reasons and for some weird reason they got a Rabbi to perform the circumcision (by the time the guards arrived, one child was circumcised, the other was not).

Also, a lot of people are claiming the Rabbi performed Metzitzah b'peh, where the Mohel (person who circumcises) sucks on the glans after circumcision.

However, the children involved were not Jewish, so there's no logical reason to carry out this part of the ceremony.

Also, even if they were Jewish, it is unlikely he would have performed the literal version of Metzitzah b'peh as it is controversial among Jews and is rarely carried out, even in Israel, where medical bodies have called on it to be banned. There are cases in Europe where Rabbis have called the police on Mohel that carried out this part of the ritual. It is however carried out by some ultra-orthodox Haredi Jews, who are 15% of all Jews. There was a case in New York a few years ago where children contracted HPV-1 infection, one died.

Furthermore, he is supposedly a member of the Initiation Society, the oldest Anglo-Jewish organisation founded in 1745 that carries out circumcisions. They are medically trained to carry out the procedure and adhere to guidelines (or all least should) set out by the Jewish Medical Association, published here. Given he performed this as a "favour", he should be struck off the Initiation Society's register of Mohelim.

I didn't realise my dialect would cause confusion.

Bet is an acceptable past tense form of beat in Hiberno-English e.g., He/she bet the head off ya is a common phrase here. Hiberno-English is influenticed by Irish and also retains some characteristics of Middle English, from before c. 1600. By c. 1750 in beat was both present and past tense, I see. So that might be why bet is retained as a past tense form of beat in Ireland and is sometimes used...

A rabbi in Antwerp has filed a police complaint against six mohels, or circumcisers, alleging they endangered children by using their lips to suck blood from the penises of babies on whom they’d performed the Jewish ritual.

There's a large Haredi community in Antwerp, 18,000, associated with the diamond cutting industry there.

That's the loophole. Even if he was a doctor, the Initiation Society includes some Mohel who are medical doctors who preform the ritual to a standard you'd find in a hospital, even using local anestesia, he would still be prosecuted, as we do not allow circumcision except for medical reasons.

There is then a question to ask, if a complete ban will drive the practice underground, where Jewish, and indeed Muslim parents in Ireland, may end up finding someone's who's not medically trained to preform a secret circumcision.

Or is it best to not completely ban the practice, which is a central part of Jewish and Islamic faith, but regulate it to maximise the health and wellbeing of children?

The reality is, this is a religiously motivated practice, religions are extremely stubborn, it's not going to be stopped by enacting laws.

Not true. He a Mohel and member of the medically trained Initiation Society, which governs the practice or procedures of circumcisions in the UK. This the UK's oldest such Anglo-Jewish organisation founded in 1745.

It extremely unlikely he practiced Metzitzah b'peh, where the blood of the circumcised penis is sucked by mouth.

In sum, although there is a considerable variation in terms of the choice of the base year, the period of projection, the fertility scenarios adopted for nationals and non-nationals, and the migration assumptions, available research studies reach several conclusions. First, inflows of migrants will not be able to prevent population declines in the future, nor rejuvenate a national population, unless the migration streams reach comparatively high levels. Second, international migration can only act as a partial means to offset the effects of population ageing arising from below-replacement fertility. The inadequacy of migration to serve as a counter for population ageing, and in most cases for population decline, has been further consolidated by questions regarding the feasibility of formulating and adopting suitable migration policies (Watteler and Roumans, 1991; Espenshade, 1994; McDonald and Kippen, 1999). In many countries, additional large volumes of immigrants are likely to face serious social and political objections, even as a means of slowing population decline and population ageing. Therefore, regulating the level and composition of replacement migration streams to reach a desired population size or population age structure poses enormous challenges for Governments that may wish to do so.

BBC knew severity of Huw Edwards charges, says director general

Over here is Ireland people were upset that a Private in the army who bet a random woman he met unconscious for fun, and boasted about afterwards wasn't emmidiatly kicked out of the army as soon as he was charged, politicians were also making noise that the army made a mistake, was dragging it's feet. Then as soon as he was convicted he went though a formal court martial process and was kicked out of the army. The army has protocol it had to follow, it wasn't possible to kick him out until after his conviction. Also, everyone is upset he got a suspended sentence. I think they're appealing the leanancy of the sentence.
