Even if we're referring to the past (before Caitlyn transitioned), it's proper to call the individual by their current name, like we do with anyone else. For example, we don't call Kris her maiden name or "Kris Kardashian" when referring to a time before she changed her last name to Jenner. It's proper to refer to Caitlyn by her current name, even when discussing a time when she was going by Bruce.
