Chiori is the owner of the clothes shop in Fontaine if you don't remember, she's talked about in message boards around the city and in Neuvilette's story quest.
She also made Kirara's clothes.
She is also the one that made the outfits of Kirara, Lyney and Lynette at the least, she also apparently can get scary when you mess with her or her works and isn't over judging your fashion choices.
