DMRs aren't underpowered, but the game's mechanics make them pointless

The recent poll shows that an overwhelming majority of players think the DMRs are currently underpowered, and within the way that multiple-choice question is framed, I actually agree. (Clickbait thread title, I know.) The problem isn't exactly the weapon design, however, but the way that missions and enemy behavior are structured.

First, the role of the DMR: a DMR is a scoped rifle with rapid fire capability, intended to sit somewhere between an assault rifle and a dedicated sniper rifle. It gives a squad the ability to hit multiple targets outside the range of most of their weapons, while sacrificing some close-range utility. In a pinch, you can use it for precision shooting on closer targets, but its main role is to engage enemies when they're far away.

Problem: in Helldivers 2, you almost never want to shoot enemies that are far away.

Enemies are largely passive until they're either within 50 meters of your squad, or you start shooting at them. As long as they're passive, they're not shooting at you, not calling in reinforcements, and generally absolutely no threat to your squad or your mission. By engaging anyone outside this distance, you're generally making things harder for yourself, not easier. In 90% of cases, enemies killed are just replaced with call-ins or new patrols spawned from off the map. It's more efficient to just ignore them.

When used at the 100-200 meter range that DMRs are intended for (videogames shorten weapon ranges to make enemies possible to see on a television screen) they are massively more effective than assault rifles or shotguns... but nobody is ever really using them at these ranges because they're disincentivized to. Having one DMR in your squad isn't sufficient to full-clear a distant patrol before it calls in reinforcements, and having a full squad of DMRs severely hampers your ability to deal with the much more frequent close-range engagements.

Another problem: in Helldivers 2, enemies charge your position with no regard for their survival.

A big part of the design and utility of real-world firearms is built around the fact that most people, when being shot at, tend to panic or hide. Very few modern armies have trained to respond with sprinting full-tilt at your foe waving a sword or mandible. You can suppress enemy activity and reduce their movement just by getting somewhat accurate fire in their general area. In Helldivers 2, however, most enemies will close the distance very quickly, regardless of the cost... and there are enough of them (and they can take enough hits) that you almost always end up having to deal with several at close ranges where the DMR is intentionally less practical.

Re-building the way both factions fight, reinforce, and function at a basic level just to make DMRs a decent pick is probably a bit much to ask. Buffing the rifles so that they're good at both close-range and long-range fighting will just make them superior to every other option out there. The best solution I can come up with is to introduce mission types, terrain features, or unique conditions that put enemies holed up in distant locations to plink at. I'm curious to know if anybody else has any ideas for squaring this circle.

TL;DR: Right now DMRs are good at shooting guys far away, but doing that just pisses them off and spawns more guys, so they kinda suck.
