Before answering, here’s what I mean by “true bust”:

They were drafted as almost “sure things,” “can’t misses,” and/or “safe bets” (I’m including the latter as “safe bets” often mean “won’t be busts”)

Their failure must be predominantly due to their own decisions/actions and not factors surrounding them that they didn’t control.

Their failure cannot be attributed to injuries. This doesn’t mean they couldn’t have suffered injuries, but the primary reason they failed can’t be they “got hurt” or “kept getting hurt.”

The team they were drafted on must have made some sort of effort to support them or give them opportunities to succeed/develop (failed efforts are fine, but the team couldn’t just throw them to the wolves).
Given these conditions, who would you choose as your top five true busts?
For me it's a toss-up between Ryan Leaf against the Chiefs in '98 (1-15 for 4 yds, 2 INTs, and 4 fumbles) and Ty Detmer throwing 7 picks against the Browns in 2001.

And if you had a chance to buy the team, what would be some of the changes that you would do immediately? Is it to build a indoor practice field? Change the playing surface? Add more scouting personal?
The A’s are playing in Sacramento for the next three years while their stadium in Las Vegas gets built. What is the NFL equivalent of this? Closest thing I can think of is when the Chargers played in a soccer stadium for three years before Sofi stadium was built
