He got even more votes in 2020, after he had deliberately helped inflame a plague which killed millions of his own citizens, the vast majority of which HAD VOTED FOR HIM.

Early game, shoot them in the arm if you don't want the Mini Nuke. The explosion is smaller if you do, so it's probably a better choice even if they're right up on you. You won't get away unscathed, but you'll probably survive. If you do want it, shoot them in the legs to immobilize them.
Also, get a bigger gun.
Late game, who gives a fuck, tank it and walk out of the explosion on fire to demonstrate superiority.

On one hand, practically all you need is a distribution hub. Throw some robots coming out of Mechanist's Lair, you can cover well over 66% of the settlements. Sacrifice another one you don't care about for the others. 30+2+4+1 settlements, 36 provisioners is all you need.
On the other hand, this is REAL aesthetically pleasing.
