Disclosing contents in a rocket can be fairly ambiguous in a military contract. Software doesn’t have be disclosed at all and hardware can be minimized. Weight and dimensions are the only things that absolutely have to be disclosed in launching an object into orbit.

Why wouldn't it? If we fund NASA we wouldn't need SpaceX to launch government satellites or push boundaries of space exploration. Like even with a well funded NASA companies like SpaceX would still be useful for civilian satellites and etc.

In this thread: People not understanding what near-universal GPS jamming, satellite spot beams that are 10s of km wide, and tons of privately bought Starlink terminals in use by the AFU mean practically.

Spoiler: without SpaceX receiving an accurate whitelist from Ukraine of terminals they're using, which would be quite challenging for them to produce, there probably isn't much SpaceX can do to prevent this.

There's no way to distinguish two terminals that are 5km apart on the front, in a GPS denied environment, both bought eg in Germany or Poland by private individuals. One is Russian, the other Ukrainian, but to SpaceX they look the same
