Biden dropping out was due to people not wanting him to run, the support was not there because he is perceived as too old. Him being too old to run for another term is different than him being too old to finish out his current term. So grabbing them and then swinging around their hips due to momentum may not be penalized if the tackling player makes an effort to hit the ground with his lower body first.
