Administrator Power has launched USAID’s 2023 Gender Equality and Women’s Empowerment Policy.


Deliberate action is required from all of us to advance gender equality. USAID is committed to being a leading investor, partner, and advocate to achieve this goal across societies.The updated operational and programmatic framework enables USAID to more effectively advance gender equality and women’s empowerment across all programming and to meet the Administrator’s goal to double USAID’s gender work.

USAID’s vision is of a prosperous and peaceful world in which women and girls, men and boys, and gender-diverse individuals, throughout their lives, enjoy equal rights; have the agency to secure better lives for themselves, their families, their communities, and their countries; have equitable access to high-quality education and health care, as well as justice and economic opportunity; accumulate and control their own assets and resources; exercise their own voices; and live free from restrictive gender norms, beliefs, and practices including intimidation, harassment, discrimination, and violence. In this world, power differentials have been transformed to advance the well-being of individuals in all their intersecting identities.

Our Global Network

Gender equality and women's empowerment has long been a part of USAID's work. We focus on programming worldwide and work to shape and institutionalize policies that empower women and girls.

USAID has a global network of more than 200 gender advisors and point of contacts, and embedded in Missions and Operating Units throughout the Agency, who work together with other USAID colleagues to integrate gender and advance gender equality objectives in USAID’s work worldwide.
