Is it ever explained why the Jedi never knew Sheev Palpatine was force sensitive as a child?

I am mostly a movies and TV show fan. I read a few EU books when I was a kid, but nothing much beyond that. My lore knowledge outside of the films and shows is significantly lacking.

Sheev Palpatine was the son of an elite family of Naboo, which itself was an important Republic world. The Palpatines would have likely interacted with Jedi or at at least seen them in passing if they ever visited Coruscant, like swanky Republic elites are wont to do.

Why is it that no Jedi ever sensed force sensitivity in young Sheev before Darth Plagueis noticed him? How did he slip under the radar despite being from a semi-prominant family?
