So Hagrid was known for breaking rules, fraternizing with strangers, keeping monster pups amd brawling with juvenile trolls. And Tom Denem was a teacher's pet. I understand the part were they expelled him. But he clearly had a giant spider. Nobody examined the bodys? If they died from gaze, they dont have poison or bite marks. If they died from poison, well then the bite marks dosent match. Lets say the basilisk was young and much smaller, a snake like creature still has a distinctly different bite than a spider of any kind. Dosent they have professors of magical zoology? Maybe no because Newt was a great figure that did that branch of science some good work but still, probably even untrained personel can tell the two from each other. Also Mirtill saw two eyes, two, yes there are spiders with two eyes, but most has at least four. In the case of a very rare acrumantula this could be explained, but Aragog was way to small for that. So was it just blatant incompetence and a chance not to close school or was there something else?
