Same model here. Mumbai bumper to bumper traffic gives 5-8 kmpl (9km in 90 mins). When its normal city driving, it gives upto 15 kmpl.

Probably engine room blackout due to one of the generators going off as it couldn't take the extra load of bow/stern thuster and the remaining generators then going offline one by one due to too much load shifting on them. The emergency generato kicks in within 45 seconds of a blackout and provides electricity for critical controls. Though it's mostly haywire when a blackout happens and it usually takes some minutes to get every generator up and running again. The only way to keep a blackout from happening is to have an extra generator running as a spare during maneouvering inside port channels so that it could take the extra load if needed. The extra one rarely is needed, so some chief engineers choose not to run it to save bunkers and consequently save monies.

There could also be a maneouvering (rudder) and/or engine telegraph and/or engine reverse and/or blackout failure. In most of these cases, it's usually the blackout which causes the loss of controls when its needed the most.

It's a headache really. More annoying thing than this is that a bunch of these idiots will cross your stationary car waiting behind the white line before signal even when it is red. Even when you are the first one to arrive at a red signal, when it turns green, you will be 10th or 15th and will barely cross the intersection before it turns red again.

This logic also holds true in case where majority of traffic is breaking various traffic laws. If you are in the minority and start obeying the traffic discipline and law then its most likely to result in an incident or accident which may or may not involve you. I have observed this in Mumbai city driving wherein it's almost impossible to obey all laws if you don't want to add another 30 minutes to your 10 km journey which is already taking around an hour if you are flowing with the traffic.

Honking even when there is red light

I know this route. Some drivers think that if no bus is going to come from depot then why to wait on red signal. This honking thing has happened to me at this signal many times too. My practice at red signals is to put gear in neutral and put hand brake. When this shit happens from behind, I release the hand brake and rest the brake pedal, thus illuminating my tail gate red lights. I low key enjoy when they honk even more after this.

If you find a problem while making a solution, then deal with that problem to move forward. In solving that problem, if you find another problem, then find a solution to that. You do this until you solve the root problem. Then everything will click together and your initial problem will be solved.

So yes, we can solve the rickshaw and hawker problems.
