They don't explicitly say SpaceX/Starship; the launch contract award will be done in Spring next year (for a launch in late 2028). But it's an 80 ton station with a diameter of 8 meters; that really restricts the available launch options.

(also they're building in a ship yard, it's steel, they actually specify/brag about the lack of clean rooms for initial construction of the hull I mean it's 2.2cm thick in certain places)
