For whatever it’s worth, I just rewatched part of the actual episode (beyond just the little clip on YouTube). Haven’t watched the whole thing but in a later scene:

Elaine: But she was 15!

Jerry: You don’t consider age in the face of cleavage. This occurs on a molecular level, you can’t control it! We’re like some weird fish where the eyes operate independently of the head.

There’s a bit more to the scene, but that’s the central part. They definitely don’t hit the perviness angle as hard as a show today would, but we have at least a little bit of Elaine as the voice of morality calling them disgusting for it.

It’s kinda the point of the joke. They’re not role models. They’re terrible people. It would be like thinking the characters in always sunny are role models. It’s a commentary on men and how gross a lot of us are.

Back to the always sunny comparison, “the gang buys a boat” is one of the most beloved episodes of that show. But one of the main jokes is about “the implication” that if you take a girl out on a boat she has to sleep with your something bad will happen. It’s a terrible joke but it’s fucking funny because they are shit people and no normal good person would do that. Or even pretend that that’s what they’re doing. But the reality is, that thought is likely to pass through a girls head even if the guy has no intention of doing anything like that. It’s commentary.

Even before the movie was announced, they were upset about the comics with Carol Danvers getting the Captain name, switching to a fully-clothed outfit instead of the bikini she used to wear, and being drawn with an athletic build instead of just T&A. They started calling her Carl Manvers, and complaining about PC SJWs infecting the comics industry.

It's a glance. I think women appreciate drawing glances, as would anyone showing off their body (dudes going shirtless etc.).
