The hard base for the CPC does not support progressive policies in a majority progressive country. That is their problem, it's not the leader. Go too far to the centre and risk having your party split. Cater to the majority of your voters too much and risk being unelectable to moderate voters.
With a CPC government Canada was never getting:
Legal weed, MAID, a progressive child benefit (CCB), a higher tax bracket for people making over 200K, a governing party that doesn't touch the abortion debate, a government that is vocally supportive of the LGBTQ community (I believe O'toole actually is (correct me if I'm wrong) which is a long time coming for the party), a reasonable climate plan (the CPC spent years fear mongering a modest carbon tax), and a strong childcare plan. These are just a few off the top of my head. If they were ever able to get their party to proudly support socially progressive policies (even if they do so in ways that don't commit large amounts of funds) before the boat has sailed they could be viable. I think they're probably a couple decades late on giving reasonable acceptance to gay people.
