Means they have to plan all the way through the moratorium to keep the cap space free so it's effectively an incentive not to, even if it's not formally unavailable.

You can, you just gotta fit it into free cap space or a relevant exception, and the Lakers don't have any big enough available to offer him a big deal or match a max offer.

The Arenas rule means they can match anyway and they get to shuffle the numbers to fit the cap exceptions (or space) they do have available.
