You can, you just gotta fit it into free cap space or a relevant exception, and the Lakers don't have any big enough available to offer him a big deal or match a max offer.

The Arenas rule means they can match anyway and they get to shuffle the numbers to fit the cap exceptions (or space) they do have available.

The only reason I got into my old GP before he retired was because a friend asked him to take me on as a patient, and this was years ago. That clinic did have other GPs though who took new patients.
