Actually TS% does take into account shot difficulty because it provides the actually value provided.

Taking a mid range shot from 19 feet when you only make then 40% of the time is a bad shot. Taking that same shot from 22 feet (point range) and making them at 35% is much more beneficial and worth more points (.8 pts vs 1.05 pts).
