It was Microsoft's decision to not include Google Play Services

100% Google decision, as they would need to do a special exception for licensing in an emulator, because:

  1. It doesn't pass the compatibility test suite

  2. It doesn't show "android" during the boot

Those two terms are set in stone by Google as a rule for having play services

They have the work, they are firing people to get their stock price to go up. You can not equate giant companies like this with small companies.

Agreed. But it shouldn't be something that takes more work, it should be a matter of reusing existing code

I never code the same thing twice unless it's only a few lines of code that's faster to write than to find the old copy

I've literally reused code from over a decade ago, in a different language. I ported my code from VB6 for windows, to lua for the PlayDate

I think you'll find that barebones verilog doesn't work quite like that, also there is quite literally nothing to port from.

I know you are thinking it's just hdmi and a framebuffer, but it isn't. analogue dacs recreate the original experience as closely as possible, that means that - for example - the megasg will output analogue video just as the original mega-drive will.

this is great because it ensures compatibility with physical hardware, but it also means it's not a case of just send the framebuffer to the dac.

so they literally have to make new code to deal with the new platforms, as well as support a mechanism for cores to act in the same way.

the previous systems do not have code for the gameboy, gameboy colour, gameboy advance or for almost all cores

When Huawei did this it was bad, but now it's just ok cause it's computational photography or whatever. Computational photography doesn't mean adding things the camera never saw.
