All week- the man standing in the way of the PATRIOT Act was Rand Paul - who offered up 11 amendments to the bill leaving it stalled in the Senate. Senators Ron Wyden and Mark Udall pointed out that both the Bush and Obama administrations have "secret" interpretations of the PATRIOT act that make it even more toxic to transparency and democracy.
