When using my Philips 907 OLED (Android TV) as a PC monitor, the sound coming out of my Samsung Q-990B soundbar is delayed from the picture by ~300 ms. Changing "Digital out format" from "Multichannel" to "Multichannel (bypass)" or "Stereo," or changing to TV speakers cuts it slightly to ~200 ms. From the Windows end (Win 11, beefy new PC), all enhancements and sound effects are disabled and audio format is 24 bit / 44100 Hz.
Neither the TV nor the soundbar allow for negative audio sync values, which means I can only further increase the delay.
There is no discernible delay with the speakers connected to the PC via aux, or with the soundbar when using the TV outside of the HDMI input (the android apps, etc.).
So, the delay is happening somewhere in the PC -> TV pipeline and is further exacerbated if using the eARC soundbar.
After fiddling with Windows, Android TV and the soundbar's settings, and exhausting google and reddit search, I'm clueless. Any troubleshooting tips? Thank you so much for reading.

My setup is PC with RTX3080 --- connected directly to LG C1 with an HDMI 2.1 cable -- connected to my AVR via eARC (Onkyo NR7100, also HDMI 2.1 cable).
My speakers are connected and tested to be working in a 5.1.4 configuration.
In short, from the PC I am only getting sound from the front speakers, with the back being at all times mute. However, from the TV apps (Netflix, Disney, Amazon, Spotify) I get sound through all the speakers available.
In the Onkyo Controller App I can see that the input it is receiving from the PC is:
eARC
PCM
48 kHz 2.0 ch
which it then outputs as:
3.1 ch
Theater-Dimensional
Conversely, when playing content through certified apps I get 5.1.4 ch and Dolby Surround as Onkyo outputs.
TV settings are set to bitstream in the corresponding HDMI input port, and I tried pretty much all settings for DTV output (currently set to Auto). But if it works from the TV apps then the TV settings are unlikely to be the issue.
What could I troubleshoot further?
I am now maxed out with HDMI connections on my graphics card, but I could pop in my old graphics card (RX 580) and just connect the audio directly to the AVR via HDMI cable--would that work even?
