TIL during the Gulf War, the U.S. dropped a 6,800 kg BLU-82 bomb to conduct psychological warfare against Iraqi troops. A British SAS unit that witnessed the explosion assumed the U.S. had used a nuclear weapon and radioed back to their headquarters, "Sir, the blokes have just nuked Kuwait!".
The BLU was designed to literally chop down forests in Vietnam. The use of the bomb in the desert was purely psychological warfare, not to do true harm to the cities/people of Iraq. With no forests to dampen the shockwave, it was recorded as >4.0 on the Richter scale back in Europe. It’d be easy to interpret that shockwave as a nuclear explosion if close enough.
