What if Napoleon decide to copy Britain's industrial development and then he tried to outcompete the British with cheaper goods and better technology ,turning France into an industrial powerhouse,exactly like the Soviet Union did,but without killing the burgeoise/entrepreneurs. I am talking about a German Empire level of industry. Napoleon's military genius would be used to dismantle the HRE and make the regions of Germany ,Italy and the Netherlands economic dependencies without uniting them politically,creating a free trade zone,after he estabilized his nation's economy.Would this scenario be possible? I believe it would be good if France went through an agrarian reform.Also,Napoleon could add more european regions to his free trade zone as his industrialization proves successful,then invading russia and creating a french version of the EU/Mitteleuropa and even puppeting the Spanish Empire. Would he be able to achieve peace within Europe to have the time to modernize the country? I think he should sue for peace and propose a balance of power with Austria and Russia for a few years,because the longer timeframe would favor an industrial France over the other powers.
