It looks like Jagex was at least aware of UIM concerns around the possibility of certain noted logs being unattainable, as they added noted arctic pine logs to the ice troll drop table, but the much bigger issue concerns noted redwood logs. Before Jagex asked for UIM input about noting logs, they advertised the redwood log requirements as 8 for the full lumberjack outfit, 25 for the forestry outfit, and 50 for the pet transmog.
They got mostly negative feedback from UIMs on this, because at those rates, it wouldn't be appropriate to add a whole new mechanic of noting logs purely for UIM use. After this, they decided to cancel the poll question, and then proceeded to increase the redwood log requirements to 120 for the full lumberjack outfit, 60 for the forestry outfit, and a whopping 500 for the pet transmog. This is an increase of 15x for the lumberjack outfit, 2.4x for the forestry outfit, and 10x for the pet transmog, none of it communicated at all before release day, let alone before they cancelled the UIM poll question.
So let's talk about what it would take for UIMs to achieve these rewards. Some things to get out of the way:
UIMs cannot note arbitrary items on a bank; they can only unnote them.
Because Jagex cancelled the poll question for noting logs on the Forestry NPC, that's out too.
Jagex also decided that players should be unable to turn unnoted logs in to gain credit towards the reward (like they can for the mounted digsite pendant) for "convenience reasons".
This means that the only way to buy any of the Forestry rewards that require noted logs is to obtain those logs as already-noted. Most notably, this means that UIMs cannot engage with the Forestry content, or any woodcutting content at all, in order to purchase the Forestry rewards.
For redwood logs specifically, there is only one place in the game where a player can get already-noted redwood logs, which is the Shades of Mort'ton minigame. You can't get them from ents like you can with all the other logs, and you can't get them as drops from monsters either.
Noted redwood logs are (on average, based on key trim) a 1/104 drop from opening gold chests, which requires you to use up a gold key, which is the highest tier of key in the minigame. Each drop is 5-14 noted logs, so every gold key will get you roughly 0.09 noted redwood logs on average. This means getting just the pet transmog would require roughly 5,500 gold keys. Getting all the rewards exclusively available from the shop would increase that to 6,200, and getting all the rewards available from the shop (regardless of whether they're attainable elsewhere) would require over 7,500 gold keys.
For reference, the average number of keys to complete the Shades of Mort'ton collection log is about 520 (wrote a simulation to come to this number, but automod won't let me link to it). Just getting the pet transmog from Forestry on a UIM requires green-logging Shades of Mort'ton 10 times over. That's not appropriate, and it feels like a total bait-and-switch to ask for feedback on the log-noting mechanic based on the pre-release numbers, then massively inflate those numbers and blame UIMs for the grind becoming unreasonable as a result.
