NEM system size - panels or inverter?

In a string inverter based setup, what counts as "system size" for NEM application - number of panels (x per panel power), or inverter limit?

If inverter limit, then can we add more panels in the future subject to the same inverter and retain NEM2 status?

EDIT: Found this link which partially answers https://www.pge.com/pge_global/common/pdfs/solar-and-vehicles/net-energy-metering/nem2-sunset-faq.pdf. Looks like it is the minimum of the inverter size and panel size. Not clear if I can add a few panels after the deadline (keeping the same inverter, assuming inverter size is the smaller of the two)

Tesla App

For the last three days my production has matched my home usage exactly according to the app. One of those days no one was home. Previously it has never been an exact match . I’m assuming it’s an issue with the app. Any ideas how to troubleshoot or fix?
