U.S. Route 13 (US 13) is a north–south U.S. highway established in 1926 that runs for 517 miles (832 km) from Interstate 95 just north of Fayetteville, North Carolina to the northeastern suburbs of Philadelphia, Pennsylvania, in Morrisville. In all, it traverses five states in the Atlantic coastal plain region, following the Atlantic coast more closely than does the main north–south U.S. highway of the region, U.S. Route 1. Its routing is largely rural, the notable exceptions being the Hampton Roads area and the northern end of the highway in Delaware and Pennsylvania. It is also notable for being the main thoroughfare for the Delmarva Peninsula and carrying the Chesapeake Bay Bridge–Tunnel to it in Virginia.
US 13's original plan in 1926 had the route serve no further south than the Delmarva Peninsula. However, it has been extended many times, connecting to the mainland via ferry service and eventually reaching North Carolina. This link across the mouth of the Chesapeake Bay became fixed in 1964 with a bridge-tunnel. The entire route on the Delmarva Peninsula save a few sections in Accomack County, Virginia have been dualized fully with four lanes, and further upgrades continue, such as a freeway section around the east side of Salisbury, Maryland.
The section of U.S. Route 13 (US 13) in North Carolina is the largest, home to 185.52 miles (298.57 km) of its length. It runs southwest to northeast through eastern North Carolina, beginning at Interstate 95. Most of the routing is rural, serving only three cities of considerable size along the entire route; the rest passes through forests and farmland. US 13 is usually only two lanes wide unless it is co-signed with other highways, usually near cities as bypasses.
US 13 begins at a hybrid interchange incorporating elements of a cloverleaf, a directional-T, and a diamond, consisting of a junction with Interstate 95 (exit 38) and the Fayetteville Outer Loop near Fayetteville in Cumberland County. It quickly reduces its lane count from the four of the I-295 freeway to two lanes with dirt shoulders. It bears eastward, passing through sparsely developed forest and farm lands, quickly crossing the county border and entering Sampson County. The route turns slightly northeast and passes through Spivey's Corner, where the road intersects US 421, otherwise known as Spivey's Corner Highway.

U.S. Route 13 enters the state from North Carolina on a two-lane alignment without shoulders, carrying the name Whaleyville Road. It passes through the small communities of Somerton and Whaleyville, intersecting a few non-state level roads along the way. Just south of Suffolk, the route intersects Virginia State Route 32, merging with it as it passes by Suffolk Municipal Airport. Just north of this intersection, US 13 separates from the roadway at a trumpet interchange and upgrades to a freeway as it prepares to bypass the city on the Southwest Suffolk Bypass. The straight alignment carries the former US 13 as US 13 Business.
