Nothing much is going the happen actually. Property values and taxes carry and keep the entire tri-level government from collapsing. If you distort the values, the pain is going to be felt in all of those spheres especially by the lesser cadres.

Cadres will get wealthy doing development deals with state land and selling seized assets during the first wave, like in Zim, but that's been happening already. After the first wave the value of the property will be close to worthless anyway. Don't worry the vampire cadres will suck it dry quickly and then fight over the bones, like the City of Johannesburg.

BTW, much of the bill is the same except for the clauses for zero compensation. If you own land/property with a mortgage, the compensation amount will be handed to the bank or the master of the court to either pay off your mortgage or reduce the amount outstanding on the mortgage. It is very unlikely that expropriated owners will be in a situation of having to pay off a mortgage with zero compensation.

Also note that property is defined as any asset including movable assets. Also note that there is no limit on how many times a property can be expropriated. People who are licking their lips at the opportunities envisioned by the passing of the bill will be sorely disappointed.

Black South Africans not connected to the political elites will suffer the most because of this, like in Zimbabwe. The Black political bourgeoisie will become wealthier. The goal here is to seize productive or valuable assets and use this as financial leverage or profit. That is why the EFF and others are not interested in state owned land or empty land, as the land in those cases has to be developed before the value increases, which takes time, commitment, discipline, planning and financial risk. None of which they are willing to provide themselves.

The financial distress in Tshwane was created by the ANC. Some easy examples: They created a preferential procurement system where a lightbulb costs R200. The same one can be bought for R29 at the super market.

There was also the smart meter fiasco, the billing system, and to get a performance bonus one only had to meet 60% of your target.

The ANC has and continues to destroy municipalities across the country. The upside of all this downside is that the snake is eating itself and will soon choke.
