There have been few times in US American history when the very concept of freedom of speech—its promise and its contradictions—has been under greater scrutiny.

The umpteenth millennial celestial changeover is forthcoming, once again moving from a male to a female God—from Mr. to Mrs. Snelling, case in hand. Great! Tom C. Powder, Mrs. Snelling’s favorite cat, will head the innovative Department of New Education, which will replace both Soapy and her changeling sister Alexandra, a.k.a. Pluck. Soapy’s uncle, that infamous whiskey-drinking, rhyme-making, belly-crawling snake, hatches a counter-plot to hide Soapy in... Tuscaloosa, Alabama, U. S. A., during football season. Inspector Deighton has two years left until he is retirement eligible. It is all he can do to endure the crazy antics of the Police Superintendent. Then he lands an assignment to investigate floral arrangements with pig tails, snakes squirming under neck scarves and a bird tethered to a little girl's hat! Lady Carmella wants to believe him.

Two days later, when the case returns to Deighton's assignment roster, Lady Carmella is unconscious. The craziness ramps up. Hijinx, hardened criminals, meat pies, racist violence, ex-KGB, blackmail, vigilantes, cockroaches, human cadavers, police corruption, beheaded sheepdogs, eugenics, candle light vigils, water hoses and greenhouses, all begin to emerge. Deighton needs to figure out what has been going on in the Town of Huffinfield. Not everyone wants the truth uncovered.
